how to enable developer mode when no access to android - only via ADB

Before I decided to open a question here, I read and tried dozens of posts without success.
*
I have a X98 PLUS 2 TECLAST tablet stuck in BOOTLOOP mode
The image of the animation appears and the device has been performing LOOP for two days, the solution is to burn a new rum.

* I have the new rum
* I have the necessary drivers
* I have the recording software

My only problem is that the tablet - the DEBUGING MODE IS OFF and the Android does not work so I can turn it on.

I connect with ADB COMMAND but can not actually start the DEBUGGING MODE from there. I write "fastboot devices", and I see the name of the device but can not access with ADB SHELL tells me that the device NULL NOT FOUND


is there a possibility?
What can I do to start the debugging mode?
