How to monitor where update comes from

Is it possible to determine when the security update download is initiated (in case it occurs while I'm sleeping)? Is it also possible to log ip addresses that the phone connects too and their timestamps (whether an app, or a database than can be queried from adb)?

A little background: The new security update came out today. As I understand it, the google devices are supposed to get the updates directly from google as they become available (with some delays as the google rolls them out). However, even if I (or others online) try to force the update from the system update in settings the phone still claims to be up to date without downloading the new security update. Furthermore, some users report success in retrieving the update if they remove the SIM card from their phone. Taken together, this leads me to believe that the security updates might be coming from the carrier instead of directly from google (albeit with significantly less delay than non google devices). It's possible that google just blocks off the update by carrier internally, but it seems weird they would deny manually requested updates from the system settings. I'd like to determine where the update is coming from myself.
